Restoring Voters' Trust and Confidence: Albania's Central Election Commission, 2001-2006

Abstract

When he became head of Albania's Central Election Commission in February 2001, Ilirjan Celibashi faced a difficult task. Three years earlier a new constitution enshrined the commission as a non-political body charged with overseeing Albania's historically troubled elections. The permanent commission aimed to promote bipartisan cooperation and restore trust in the political system after violence gripped Albania's capital, Tirana, in the wake of 1996 national elections that the international community labeled as fraudulent.  During its first three years, the commission failed to achieve substantial reforms largely because of the partisan leadership of its chairman. When Celibashi, a former lawyer and judge, took over as head of the CEC, he had to overcome a highly politicized environment, and he set out to enact reforms to restore confidence in the commission and the electoral process. His reforms concentrated on four priority areas: staffing the CEC with competent people, ensuring transparency for the commission's activities, assembling voter lists and overseeing local election commissioners. In 2008, the political parties removed the commission from the constitution and reinstated it as a political body, erasing most of Celibashi's reforms. The case provides insight into how and why a window of opportunity opened for reform, explores how an individual was able to enact changes in a highly politicized environment and considers reasons why the changes were short-lived.

Nurturing Democracy in the Horn of Africa: Somaliland's First Elections, 2002-2005

A decade after the former British protectorate of Somaliland severed ties with the rest of Somalia and declared independence, the fledgling state took the next steps toward democracy by holding direct elections. This transition occurred over the course of four years and three elections, during which the people of Somaliland elected district councils in 2002, a president and vice president in 2003, and a parliament in 2005. Somaliland’s democratic elections, the first in the Horn of Africa since 1969, were landmark achievements, as traditional social and political mechanisms legitimized the results and reinforced stability in the aftermath. The inexperienced and under-resourced National Electoral Commission successfully navigated the development of political parties, avoided the potential for violence when the margin of victory in the presidential election was only 80 votes, and managed an improved parliamentary election by introducing innovations that made the electoral process operate more smoothly. By avoiding violence and building consensus for peaceful, democratic transitions, Somaliland’s first elections highlighted a mix of traditional and democratic innovations conducted in a resource-poor environment.

Building an Inclusive, Responsive National Police Service: Gender-Sensitive Reform in Liberia, 2005-2011

Abstract

After Liberia’s 14-year civil war ended in 2003, the government began to overhaul its security sector. The Liberia National Police (LNP), whose capacity was ravaged and reputation tarnished during the war, sought to improve its services and build the community’s trust. Gender-sensitive reform at the LNP was high on President Ellen Johnson Sirleaf’s agenda, given low numbers of women in the security sector and high rates of sexual and gender-based violence. Between 2005 and 2011, LNP reformers Beatrice Munah Sieh, Asatu Bah-Kenneth, Vera Manly and others led innovative efforts to make the police service more inclusive and responsive. In particular, they sought to recruit female officers at a rapid pace and to launch a Women and Children Protection Section. By July 2011, although the police service still identified shortcomings in capacity and the justice system more broadly, it could boast an increased percentage of female officers (17%, compared with 2% in 2005), 217 specially trained officers deployed in 52 Women and Children Protection Section units across Liberia, more women in leadership positions, and improved responsiveness and public image. This case chronicles police reform in a post-conflict setting, examining the challenges of promoting diversity, building capacity, conducting community outreach and awareness, and delivering services to remote areas.

Rebuilding Public Confidence Amid Gang Violence: Cape Town, South Africa, 1998-2001

Abstract

Violence in neighborhoods on the outskirts of Cape Town, South Africa, escalated in the late 1990s. In areas like Manenberg and Hanover Park, gangs dominated community life, interrupted the delivery of public services, and in some instances threatened civil servants working in housing offices, medical clinics, and libraries. Following the African National Congress’s victory in the first democratic local government elections in 1996, city officials sought new ways to reduce the impact of the gang presence on the delivery of community services. Ahmedi Vawda, executive director of the Directorate of Community Development (called ComDev), and his team thought that the only ways to succeed were to build confidence among residents—thereby increasing their resolve in standing up to the gangs—and to lower the attraction this way of life had for young people. By giving a greater voice to residents, including greater discretion over service delivery, the team hoped to build social capital and gradually enlarge the space under public control. The ComDev team mapped the economic and social challenges facing the most-vulnerable communities and created Area Coordinating Teams (ACTs) that enabled local organizations to play major roles in governance. These forums increased community understanding of local government responsibilities—along with the community’s role in development—by identifying areas where municipal funding could support community initiatives. Although the ACTs did not take direct action against the gangs, in the neighborhood of Manenberg they provided a space for local participation in development projects and laid the foundation for progress by soliciting local feedback for city services, by asserting the presence of government in previously insecure areas, and by restoring a degree of community confidence.
