Robert Bradley details his past policing experiences and discusses his role as the manager of the Justice Sector Development Programme in the security sector reform in Sierra Leone. Bradley outlines the program's priorities: supporting the Complaints, Discipline, Internal Investigation Department to build capacity, working with the Ministry of Internal Affairs and the inspector general of police, and encouraging police partnership boards at the grassroots level, where the community can hold the police accountable. Oversight agencies like the press, the courts, and non-governmental organizations also engaged in monitoring police activities. Bradley also highlights policing lessons drawn from his past experiences in Australia, Cambodia, Cyprus, Mozambique and other locales. At the time of this interview, Robert Bradley was the interim component manager ofsafety and security at the Justice Sector Development Programme in Freetown, Sierra Leone. His career in policing began in 1966 when he joined the former Australian Capital Territory police. In 1967, he was drafted into the army and he served in Vietnam. On his return to Australia in 1969, Bradley was reappointed to the ACT police. He participated in community policing in Jervis Bay and later, he worked on criminal investigations and in the Juvenile Aid Bureau. Bradley also served in the general policing division, which dealt primarily with positions related to United Nations work such as recruitment and training of officers for overseas deployment. He was a part of the U.N. missions to Cyprus, Cambodia and Mozambique. In 1995, Bradley resigned from the police force and set up police training programs in Bosnia, Eastern Slovenia, Mongolia and other areas.

Abstract

General Behar Selimi discusses the formation, structure, international aid relationship, and future of the Kosovan Police Service. He begins by explaining his personal involvement with Yugoslavian and then Kosovan public security service. General Selimi was part of the second class to graduate from the Kosovan police academy, which opened in 1999. He describes the original application process for the academy and the two systems of advancement within in the service, appointment and promotion. Appointment filled the higher ranks after examination by foreign supervisors and three weeks of senior management training under observation. Promotions filled vacancies in the service’s lower positions by selecting applicants from the rank below with the best combination of standardized test scores and interview evaluations. General Selimi then discusses the formation of the Kosovo Police Service, commenting on the roles of the UN Mission in Kosovo, International Police Officers, and Steve Bennett and others of the Organization for Security and Cooperation in Europe. He explains the shortcomings of non-locals and high turnover rates in the international supervision of the Kosovan Police Service. While some International Police Officers greatly aided Kosovo’s effort to establish a security service, many inhibited the service’s development and delayed the transition of power to Kosovan officials, he says. He then expresses approval of the European Union Rule of Law Mission in Kosovo, hoping that they help Kosovo integrate into the European Union and other international organizations. He concludes by discussing lack of specialization and employee benefits as challenges still facing the Kosovan Police Service’s development.

At the time of the interview, General Behar Selimi was the Assistant Commissioner for Border Police of the Kosovo Police Service (KPS) and Acting Deputy Commissioner. He began his career in law enforcement in 1984 as a police academy cadet in the Yugoslavian system. He later organized a union of Kosovan ex-police officers who had been terminated during the political unrest of the 1990s. General Selimi became an officer in the Kosovan Police Service in 2000, serving as a traffic officer, public relations officer, and police service’s first spokesperson. In 2003, he became a Lieutenant Colonel in charge of VIP and vital facility protection. By 2004, he was the Deputy Commissioner of Administration, overseeing internal affairs, recruitment, budget issues, audit and control, departmental logistics, and more. He was appointed Assistant Police Commissioner for Border Police in 2007. General Selimi has also trained in Germany and the U.S.

Julie Fleming describes how the International Crime Investigative Training Assistance Program started a pilot community policing program with five U.S. officers working in four municipalities in Kosovo. She gives details about the process of recruitment of community committees and the 12-week training program in Vushtrri; the project brought together young people from different ethnic backgrounds. At the time of the interview, it was present in 20 municipalities. A study showed long-term improvement in terms of freedom of movement, inter-ethnic relations, police-community relations, and other aspects. In her opinion, the main success of the project was that it was community-driven, although it suffered setbacks due to the political events of 2008. She also discusses her views on the successes and failures of community policing in Kosovo.

She started working as a police officer in 1985 and worked in California, in Oregon, in the Public Safety Academy, as a consultant in various U.S. states, and finally at the Regional Community Policing Institute (covering six western U.S. states) before coming to Kosovo in 2003 to implement the Community Safety Action Teams program.

Abstract
Gareth Newham discusses the challenges of reforming the police service and building the rule of law in post-apartheid South Africa. As a policy and strategy adviser, he identifies shortcomings in the police force, formulates projects to fix them, and assists in implementing the solutions.  Newham touches upon issues of promotion, discipline, information management, and anti-corruption measures in Gauteng. For example, he believes that the best way to combat corruption is to create a culture in which police officers condemn corruption within their own ranks. In collaboration with actual members of the police force, Newham developed an anti-corruption model based on prevention, detection, investigation, and restoration. By instructing police officers ahead of time of the consequences of engaging in corruptive behavior, the police force could take proactive measures towards fighting corruption. Newham drew upon the research of others in implementing police reforms, but he acknowledges that there is no single way to create an effective police force. Instead, reforms must be tailored to the specific society.

Gareth Newham studied organizational psychology and political studies at the University of Cape Town. He completed a post-graduate degree in political studies and wrote his honors dissertation on civil-military relations and how South Africa could ensure democratic control of the military. In 2002, he received a master’s degree from the Graduate School for Public and Development Management at Wits University. His master’s dissertation looked at how to promote police integrity at Hillbrow Police Station, a corrupt inner-city station. Newham previously worked for the Institute for Democracy in South Africa (IDASA) where he led the Provincial Parliamentary Monitoring Project and conducted research on provincial legislatures. He later served as project manager for the Center for the Study of Violence and Reconciliation (CSVR) where he focused on police management issues and crime prevention. In March 2006, Newham became the policy and strategy adviser to the Gauteng MEC (Member of the Executive Cabinet) for Community Safety, a post he continued to hold at the time of this interview.

Iver Frigaard describes how criminal networks developed in Kosovo in the absence of effective law enforcement activity. He discusses his reasons for objecting to the decision to drop the word Service from the official name of the Kosovo Police Service. He describes the police force as functional and says police had earned the respect of the population despite being deficient in certain skills. He discusses the problems of low salaries, corruption, political influence, the process of recruitment and vetting, and the transfer of power and responsibilities from the United Nations Interim Administration Mission in Kosovo to the Kosovo Police. He extensively describes the issues of politicization and ethnic differences that affected the police force in Kosovo.

At the time of this interview, Iver Frigaard was the acting police commissioner for the United Nations Interim Administration Mission in Kosovo, a post to which he was appointed in May 2008 by the U.N.'s Department of Peacekeeping Operations. Educated as a lawyer and with a military background, he became a public prosecutor with the police in Norway. After 11 years in the security services, he spent another 11 years with Interpol in France before joining UNMIK in Kosovo in 2007 as deputy commissioner for crime.

Building Civilian Police Capacity: Post-Conflict Liberia, 2003-2011

Abstract
As Liberia began to emerge from civil war in 2003, the warring sides agreed to overhaul the discredited national police service. In the Comprehensive Peace Agreement signed in Accra, Ghana, the parties designated the United Nations as the lead body in rebuilding and reforming Liberia’s civilian police capacity. In a joint effort between Liberian and U.N. police, led initially by U.N. Police Commissioner Mark Kroeker and Liberian Inspector General Chris Massaquoi, reformers vetted and trained a new police service of more than 4,000 officers, established specialized units to combat gender-based violence and high-risk threats, improved internal accountability mechanisms, and began to reverse the sordid reputation for unlawful killings and rape the police had earned during Liberia’s civil war. This case offers insights into the development of the Liberia National Police, one of the successes in post-war Liberia and an uncommon example of successful post-war police reform.
 

Jonathan (Yoni) Friedman drafted this case study on the basis of interviews conducted in Monrovia, Liberia, during June and July 2011, and on the basis of interviews conducted by Arthur Boutellis in Monrovia in May 2008 and text prepared by Christine MacAulay.  Case published September 2011. A separate case study, “Building an Inclusive, Responsive National Police Service: Gender-Sensitive Reform in Liberia, 2005-2011” describes efforts to increase gender diversity and respond to high rates of sexual and gender-based violence in Liberia.

Abstract
In 1999, the North Atlantic Treaty Organization (NATO) intervened to end a brutal war between the Kosovo Liberation Army on one side and the Yugoslav Army and Serb police on the other. After 78 days of air strikes over Kosovo and Serbia, Yugoslav forces officially disengaged from Kosovo on 20 June. The departure created a policing vacuum in a society that had deep ethnic divisions.  Kosovo’s Albanians attacked residents of Serb descent in retaliation for earlier ethnic violence.  Crime and looting spread while criminal gangs asserted control in lawless parts of the territory. Serb officers had vastly outnumbered Albanians in Kosovo’s police service and had taken their direction from Belgrade. As many Serbs fled and others refused to cooperate with Kosovan authorities, Kosovo lost its trained police and police infrastructure. To fill the void, the United Nations assumed executive authority over the territory.  Together with other international groups, the U.N. mission worked to establish and maintain law and order while organizing and training a Kosovo Police Service to assume gradual control. By 2008, the Kosovo police had become a professional force, securing law and order and developing one of the best reputations in the region. This case study offers an example of how a sustained effort by the international community can produce an effective police service in the wake of conflict.

Rudolfo Landeros discusses improvements in capacity within the Sierra Leone Police with aid from the United Nations. He begins by discussing the challenges faced by the police, including logistical and budgetary constraints, and shortcomings in officer training. He reflects on the problem of discipline and accountability in the police, and discusses both internal accountability mechanisms as well as steps in the direction of creating an external oversight authority. He lauds the creation and performance of an unarmed Crowd Control Unit through the training of trainers within the police, and the success in policing the 2007 elections. He also speaks about the prevention of sexual harassment and discrimination within the police. Finally, he reflects on U.N. Police operations, and he argues that the operations would be improved by more extensive induction training, longer deployments for management and budgetary autonomy for non-executive departments.

As a technical assistant to the Ministry of Gender in Liberia, Paavani Reddy discusses her key task of mainstreaming gender-based policies in the national security sector. She explains the challenges in increasing the number of women in the security sector and in making the services offered more gender friendly, which included limited capacity in terms of personnel and resources. Reddy describes the national police’s Accelerated Learning Program for women who were unable to complete their high school education; the program aimed to raise the number of female police by enabling them to meet the application requirements for recruitment.   Also, she discusses violence against women, particularly rape and the need for the police to focus more on crime prevention through community policing. She highlights the significance of establishing a civilian oversight body that deals with both the army and the police to ensure that they are more gender sensitive.

Her duties entailed mainstreaming gender-based policies in the national security sector and implementing the Poverty Reduction Strategy. Previously, she worked for CARE International (Cooperative for Assistance and Relief Everywhere, Inc.) in Rwanda in 2005 and in New York in 2004.
