The goal of the ISS Insights Policy Memoir series is to illuminate the personal thinking and professional motivations of significant reformers, those who made a difference. The result, we hope, will shed light on why and how they did what they did. 

Because of their distinctive purpose, these cases are based largely on extended interviews with a single individual, as well as with people who were in a position to observe the day-to-day actions and decisions that person made.
