Building Institutions

One part of the ISS program identifies innovations that enhance accountability and effectiveness in challenging contexts.  Where information is limited, populations are dispersed, or insecurity makes travel difficult, close supervision of services, including policing, is often very difficult. ISS collaborates with reform leaders to identify and assess strategies that work under these conditions. Currently the program’s focus areas include civil service reform (centers of government and core economic services), accountable policing, elections, and city management.
